
In a previous post indicated that culture was completely missing from the political agenda of the rotating Presidency that it's up to our country for the first half of 2010. Well, even if this may seem, according to what was advised in advance of the main lines of the central axes of the Presidency were marked from La Moncloa (and published on its website) and apart from the cultural activities which come "trufando" the chairs from long ago. It seems, at last, that this is not going to be.
- I place particular emphasis on what I consider a grave error to start the semester with an "elitist" gala at the Royal Theatre is not the best way to get the importance of the European agenda to the rest of the population, should have a series acts more accessible and crowded that allowed bringing the context and importance of such event for a country like ours, indeed, considering that under our Presidency launches Lisbon Treaty -.
Well, having said that I share with you dear reader / what this presidency will mean for culture in the European framework. According to the Operational Programme of Council with regard to culture, it is expected that during this semester will take the following initiatives or strengthen, as the objectives of the European Agenda for Culture :
- Strengthen the role of cultural and creative industries within the Strategy for Growth and Jobs, Europe 2020.
- The development of European cultural identity (this is still the recurrent theme of each and every one of the European Presidency of the last 20 years, and the Commission, of course).
In addition two other objectives are introduced in line with the plan launched by the Commission:
a través de algunas iniciativas, ya adoptadas, como la Capital Europea de la Cultura, y futuras, como la Etiqueta del Patrimonio Europeo . Defects will be studied and the implementation of Structural Funds to the culture and promoting it as a factor of regional and local development through some initiatives already taken, as the European Capital of Culture, and future, as the label European Heritage .
And it indicates the potential cultural and creative industries have in the future Green Paper through previous studies being carried out by the Commission and Council. . In addition, the Spanish Presidency will work in the cultural content in line to, and in the omentum f of European cinema.
On these last three questions. In the first case, nothing new under the sun. Recourse to talk about heritage and European cultural capital is a common resource of the Commission and the European partners should remember here the light weight of the Directorate General of Culture the Commission, and historical baggage that patrimonial policies have had in the European context (I recommend reading a previous post of mine about it, which comes this new).
On the two following good news and bad, a priori clear. Note is the effort of the President to include in the Agenda the future role of cultural industries (and creative) in the Green Paper is being designed and will establish the diagnosis status of the role of cultural industry in a European context for the first time since the EU. We understand that plans to develop a future White Paper setting out policies, agenda and funding for this sector, which certainly must be one of the priorities that will allow a reversal of the productivity system in Europe. This is certainly an area where it could hardly overshadow the European Union.
That's the good news, bad (a priori) is undoubtedly the turn of the current Ministry responsible for Culture, you can give what the Spanish agenda called "cultural content online," give me chills that the tandem Sinde / SGAE may influence the matter. In closing I would like to know what role you can play the illustrious Minister of Culture in the definition of European cinema (is there a European cinema as such?, Will the industry, because as a result of a specific film language, I say emphatically not), when last month the Commission did away with all the politics of public support for our film (something of which I am happy, I am concerned at par puts us on the verge of something we shoeing is overt). Our system of protection of audiovisual Spanish, and is totally misaligned antediluvian both public taste, as with the current film production system, and can hardly be a leader in the European film industry. This issue can be a great hindrance to prevent to boost any issue that may attempt from the Presidency.
The best, without doubt, is that no agenda for culture, with a small but important milestone: moving in the context that cultural and creative industries have on the Green Paper definition of culture in Europe. I at least for now I'm content with that. In the 4 Chairs of the two previous years there was nothing, and is the first Spanish Presidency to set measurable objectives in the cultural field in the next 6 months.
